Constitution of the CMSAA

1.

Name

CATHOLIC MISSION SCHOOL ALUMNI ASSOCIATION ( hereinafter called "the Association" )

2.

Address

Rutter Street, Central Hong Kong ---the Campus of Catholic Mission School. (All activities caary out in the school campus should grant the permission from the principal in advance.)

3.

Objectives

  1. To promote, foster and maintain links between the Association's members and the Catholic Mission School (hereinafter referred to as the "School").
  2. To contribute towards the promotion of the quality of education of the School which help to nurture elite in future.
  3.  To deleop and help maintain active alumni interactions and enhance their seise of belongings.

4.

Members

a

The qualifications in applying memberships

i)

Students who have completed the P.6 course in School.

ii)

Teachers who are currently appointed at School.

The Standing Committee has the right in approving memberships.

b

All members have the rights of election and being elected as well. The Principal of the School is the definite member of the committee. All members also have the right of attending the committee meeting.

c

All members should conform all the rules and regulations which stated in the Constitution. They should also comply with the decision made by the committee meeting and execute their duties for paying the membership fees.

d

All members should pay their membership fee of $100 within two weeks after the acceptance. The memberships are permanent.

e

Except Rule 4a, members do not have obligation to provide financial support to the Association in principle. However, all members could make donations to assist the Association to carry out programs which match with its objectives.

f

The following persons could be invited to be the "Consultative Member" of the Association. Such members do not have the rights of election or being elected.

i)

the current supervisor of the School

ii)

the Former principals and teachers

g

the "Consultative Members" should sponsor not less than the amount of membership fee annually.

h

The Association will not return the collected membership fees.

5.

Organization

a

The Association is only an adviosry body of the School, it will not interfere in the internal administration of the School management.

b

The Association is composed by the General Assembly and a Standing Committee.

c

The General Assembly is formed by all members. It is the highest authority body. The authorities includes election, designation, deposition, examine and approve the financial report, listen and pass the President's report. During the adjournment, all the affairs will be processed by the Standing Committee.

d

The Genral Meeting will be convened by the Standing Committee. It can convene Annual General Meeting (AGM) or Extraordinary General Meeting (EGM). The date of the AGM will be decided by the Standing Committee, the AGM notice and the agenda must be issued before 14 days of the meeting.

e

General Meeting should be held at least once a year. During the meeting, the president should report about the general matters and the financial situation of the Association respectively. Election should be carried out for electing the next Standing Committee members.

f

The EGM can be convened when the Association recieved not least than 100 members' written requests on discussing certain events or matters. The EGM notice and the agenda must be issued before 10 days of the meeting.

g

To appoint teachers to join the Standing Committee: Teachers should do the election among themselves before the AGM. The election result will be confirmed during the AGM.

h

The old and new members should carry out the first meeting after the AGM as soon as possible for electing the following members:

i)

President ( Alumni Member )

a.

Responsible for convening the general meeting and the Standing Committee meeting.

b.

Responsible for executing the resolutions from the General Assembly and the Standing Committee.

c.

Responsible for carrying out Association affairs and signing documents.

 

d.

To represent alumni to give suggestions to the Schools.

e.

The age of the President should over 18.

ii)

Vice President( Teacher Member )

To assist the President to carry out the Association affairs. The Vice President will be the deputy when the President is absent.

iii)

Two Secretaries ( one of them is the Teacher Member)

Responsible for taking minutes and all paper works.

iv)

Treasurer ( Teacher Member )

a.

Responsible for the management of the income and expenditure accounts. He or she should report the examined financial report during the AGM

b.

The age of the above members should be over 18.

v)

Auditor ( Teacher Member )

Responsible for auditing the income and expenditure records from the treasurer. He or she should sign after the examination.

vi)

Two Recreation Officers

Responsible for organising all recreation activities of the Association.

vii)

Two General Affairs Officers

Responsible for the general affairs of the Association and contact members of the committee.

viii)

Members of the Standing Committee

Responsible for carrying out general matters of the Association.

i

The term of office of the committee members will be two years. re-election is acceptable. However, members appointment of the same post should not more than 4 years.

j

The Standing Committee has the right to co-opt members for replacing the vacancies of the Committee.

k

The Standing Committee has the right to co-opt members to be the advisor for some specific purposes. 

l

In the same term of office, it is not allowed two members from the same family in the Standing Committee.

m

During the voting in the Standing Committee, the President can make the decisive vote if the two parties have the same number of votes.

n

All members in the Standing Committee are volunteers.

o

All resolutions passed in the General Assembly should based on the principle of the Association objectives.

p

All resolutions of the Association are based on the principle of majority rule. All members should be conformed.

6.

Financial

a

The outlays will be used for developing the Association affairs and pay for the expenses in different aspects.

b

The Treasurer should report the financial situation of the Association during the Standing Committee meeting.

c

The Standing Committee has the right to allot funding to the School from the Association for setting up awards or other uses. The principal has the absolute right to use the alloted funding.

d

The Standing Committee should save all the money into a designated bank. The bank cheques are only be valid for withdrawing money with the signatures of the following persons: the President, the Treasurer and one Teacher Member.

e

Expenses over $500 should be approved by the Standing Committee.

f

The financial expenses should not excess than the amount of annual income. The financial should not have deficit at the expiration of one's term of office.

g

The members of the Standing Committee should  take the accountability if the Association is overspent.

7.

Amend the Constitution /  Disband the Association 

a

Any amendments made should acoording to rule 5f and only be legitimated by obtaining the concurrence of two third of the members.

b

Once the Association disband, all decisions made should obtain the concurrence of two third of the members who attend the AGM or EGM. The asset of the Association will be determined by the wishes of the members, make donation to the School or other voluntary bodies in Hong Kong.
